Pradhan Mantri Awas Yojana (PMAY) in the Union Budget of 2022

Although the shelter is considered one of the basic needs of human beings, a significant portion of poor people is still homeless. In developing countries like India where the magnitude of poverty is quite high in society, the problem of being homeless also quite high.

Since its independence, the Government of India has taken many welfare initiatives to help its poor people. Amongst them, PMAY is a significant one. Under PMAY the Government of India aims to ensure home for every family in both the rural and urban areas. 

In this blog, we will discuss about the PMAY and its present status.

What is PMAY?

PMAY stands for Pradhan Mantri Awas Yojana, which is an initiative by the Government of India. It was launched in the year 2015. The main purpose of this initiative is to provide affordable houses to the poor. The main target groups under PMAY are the Economically Weaker Section (EWS), Lower Income Group (LIG), and Mid-Income Group (MIG). 

Under PMAY you will find two kinds of schemes; one is PMAY (Gramin) and the other is PMAY (Urban). Under PMAY the government of India aims to build 2 crore houses by 31 March 2022 to ensure an affordable houses for the homeless in urban India. 

Let’s Have a Brief Idea About Both Schemes

  1. PMAY (Gramin): This scheme was previously known as the Indira Awas Yojana and under this scheme, the Government of India aims to ensure an affordable house for homeless poor people in the rural area (excluding Chandigarh and Delhi). Both the central government and respective state governments bear the share of expenditure for the affordable house of rural poor people. The share of the cost of development under PMAY (Gramin) for central government and respective state governments differ in rural and hilly areas. For rural areas, the share is 60:40 for central government and state government. Whereas for North-Eastern and hilly regions it is 90:10.
  1. PMAY (Urban): This scheme focuses especially on urban India. 

Some Important Information About PMAY

The affordable housing sector of India, no doubt, have received a boost from the union budget 2022. The present status of the PMAY scheme can be understood through the union budget highlight details, such as

  1. In the union budget of 2022, Finance Minister Nirmala Sitharaman set an allocation of Rs 48,000 crore for the PMAY scheme.
  2. In her 2022 Union Budget speech, the Finance Minister also announced that 80 lakhs of houses (both in rural and urban India) would be completed. 
  3. The scheme has been extended till March 2024 so that the total target of 2.95 crores rural affordable houses can be achieved for homeless rural people in India.
  4. It further declares that both the PMAY (Gramin) and PMAY (Urban) will be extended to ensure homes for the homeless.
  5. It is also announced that Rs 60,000 crores will be provided for the real estate and affordable housing segment to ensure tap water.

Conclusion

The real estate sector of India received a strong and significant boost from PMAY. PMAY has been a great success.

According to the data, it is witnessed that around 1.65 crores of affordable houses have been constructed under PMAY-G (as of November 29, 2021).

However, some problems have appeared in the way of completion of the PMAY scheme, such as the land availability problem which has delayed the project significantly.
